Who he is: Everett K. Ross

His power: No superpowers, but an exemplary bureaucrat!

His story: Ross makes his debut in Captain America: Civil War, as the deputy task force commander of the Joint Counter Terrorist Centre. After apprehending The Winter Soldier (a.k.a. Bucky Barnes) following a prolonged fight including Captain America and Black Panther, Ross unwittingly sends Helmut Zemo into the room where Barnes is being held, where the vengeful Sokovian uses a Hydra code to activate The Winter Soldier’s brainwashing programming, temporarily evacuating his memories. Needless to say, Ross is less than pleased with the results when Barnes escapes. At film’s end, when Zemo is imprisoned in the JCTC facility, Ross can’t resist taunting Zemo a little—though he ends up the one feeling unsettled.

Where will we see him next? Unknown, though he could easily pop up in anything from Avengers: Infinity War to Black Panther, based on the comics source material.
