Who he is: Alexander Pierce

His power: No powers, just a lifetime of climbing the military-industrial-complex ladder.

His story: Pierce, the son of a World War II fighter, worked in government for most of his life. After Nick Fury rescued hostages, including Pierce’s daughter, from terrorists holding them in Bogotá while Pierce was at the State Department, he became a strong supporter of military intervention. It’s unclear when exactly he was recruited by Hydra, but during his rise to becoming head of S.H.I.E.L.D. and secretary of the World Security Council, Pierce was secretly working to undermine the agency from within and turn over its assets to the shadow organization. After the development of Project Insight, Pierce hired The Winter Soldier to kill Nick Fury, and implicated Captain America in his death. However, Fury survived, and along with Steve Rogers, Natasha Romanoff, Maria Hill, and others, destroyed the helicarriers at the heart of Project Insight. Pierce was killed by Fury during the operation.
